Yes, for meetings, lectures and notes where everyone who must consent under local law has agreed. It is not sold for secretly recording private conversations.

Can I return it?

No. Surveillance and counter-surveillance products are final sale. If ISS made an error with your order, you can request an exchange within 5 days of receipt with an RMA number; a 35% restocking fee applies.
